My mini laptop wont let me download flashplayer or google chrome?

i have a terrible, cheap mini laptop and it had a really old internet explorer on it and it wont let me view youtube videos without flashplayer but it wont let me download it. it also says i need a more recent explorer and it wont let me download google chrome... whats up with it?? help meeee!! thanks xxx|||I have a feeling I know which laptop you are talking about. If it's running Windows CE, you cannot install anything else on that laptop, you can only use the programs that were provided from the beginning.
